Roland Klein joined ACIL as a visiting fellow in September 2021 and will be with us for a period of three months. His PhD project is entitled ‘International Law and Export Controls of Digital Dual-Use Items’.

The increasing proliferation of digital dual-use items poses significant risks to international peace and security. Thus, Roland’s project aims to answer whether and how international law regulates the transfer of such items and can mitigate the associated proliferation risks. His research is supported by the Foundation of the German Economy (sdw).

Roland is a PhD candidate at the German University of Administrative Sciences and a Research Associate in the Research Program Area ‘Transformation of The State in the Digital Age’ at the German Research Institute for Public Administration. There, his research concentrates on digitalization and its interrelation with international law. His forthcoming publication deals with ‘Hackbacks’ by the State and its International Human Rights Implications.
